The Preconstruction Manager is responsible for leading all preconstruction activities from conceptual design through contract award. This role oversees estimating, budgeting, value engineering, constructability reviews, and coordination with design teams to ensure projects are competitively priced, well-planned, and aligned with client goals. The ideal candidate brings strong technical knowledge, leadership skills, and the ability to collaborate across teams to set projects up for successful execution.


Key Responsibilities


  • Lead preconstruction efforts for projects ranging from conceptual estimates through GMP or hard bid
  • Develop detailed cost estimates, budgets, and bid packages
  • Perform quantity takeoffs, scope reviews, and cost analyses
  • Manage subcontractor and vendor bidding processes, including solicitation, leveling, and negotiations
  • Conduct value engineering and constructability reviews to optimize cost, schedule, and quality
  • Collaborate with owners, architects, engineers, and internal teams to align scope, schedule, and budget
  • Prepare and present estimates, budgets, and proposals to leadership and clients
  • Identify project risks, opportunities, and cost drivers early in the design process
  • Support project handoff from preconstruction to operations teams
  • Maintain historical cost data and market pricing trends
  • Mentor and support estimators and preconstruction staff as needed


Qualifications


  • Bachelor’s degree in Construction Management, Engineering, Architecture, or related field (or equivalent experience)
  • 7+ years of experience in preconstruction, estimating, or construction management
  • Strong understanding of construction methods, materials, and sequencing
  • Experience with conceptual estimating, design-build, negotiated, and hard bid projects
  • Proficiency with estimating software and tools (e.g., Bluebeam, Procore, Excel, OST, Sage, or similar)
  • Excellent communication, negotiation, and presentation skills
  • Ability to manage multiple projects and deadlines in a fast-paced environment
  • Strong analytical and problem-solving skills


Preferred Experience


  • Experience leading preconstruction teams or mentoring junior staff
  • Familiarity with a variety of project types (commercial, healthcare, education, industrial, or multifamily)
  • Experience with design-build or CM-at-risk delivery methods
